During the 1980’s Jim managed the Winnipeg Core Area Initiative, a tri-level government agreement that attracted over $400.0 million of public and private sector investment and implemented over 2000 projects including daycare renovations, waterfront development, heritage restoration, small business assistance and education and training. Throughout the 1990’s Jim established a successful private consulting firm that provided management services in strategic planning, economic development and public private partnerships.
