Prepared for public distribution and feedback, this report outlines policy directions, Phase I concept and financial plans, details of archaeological activities undertaken in 1988, and the objectives of The Forks Archaeological Plan and current implementation of heritage resource management procedures. Subsequent sections cover: relevant legislation; concerns and interests of the community; heritage resources in the following categories – Precontact (~6000 BC-AD 1737), Contact (1737-1821), Transition (1821-1870), Industrial and Immigration (1870-1885), Early Railway (1885-1900), Late Railway (1900-Present), Burials (Recorded and Potential), and Archaeological Significance of The Forks. Appendices include: past and present structures; chronology of events; relevant literature; proposed standards for archaeological field operations; archaeological heritage resource management strategy; and 12 historic illustrations and maps.
